Wear rubber band around the base throughout the day?

Not too tight and not too lose. Just enough not to make much marks after wearing it off... Or is this a waste of time? I don't have the opportunity to buy a real cock ring atm and I'm looking working on my girth a lot. I'm having a hard time gaining, no matter how much girth exercises I do.

I would imagine this could help push a little extra blood into the penis as well, since my penis likes to turtle a lot. Also, would I place it before the balls or after?

I have ED and before I found the Osbon Tension Band, I used a doubled over 1/2 inch rubber band around the while unit (behind the balls). It worked well for me for a number of years. Just remember to stretch a new rubber band out fully a couple of times before using it for the first time to reduce the tension somewhat. Also, it needs to be removed after 20 minutes or so to prevent damage and insensitivity starts to set in after 10 minutes.
