Cell division or Hyperplasia is believed to be caused by extreme stress. Cells can also grow in size, that is referred to as Hypertrophy. The former is preferred by those who are professional bodybuilders. There are several medical studies you can read - just Google the two terms.
The question regarding ligament stretching goes back to the main point I made earlier in this thread, and that is that it requires a significant amount of tension or traction to stretch a ligament. With that in mind, the question remains how much tension or traction is sufficient to get results? I believe genetics plays a role, but bottom line in my personal experience is that the heavier or harder you can pull the more stress you will cause.
Pumping can also induce both hypertrophy and hyperplasia. Whenever you force tissue to stretch or expand you are causing stress.

One thing I wonder is, since cell division happens on a micro level; then why wouldn't low tension over long periods of time be effective for this?

It has been for me. I have gained 1.2 inches total so far from the use of a x4 lab extender and a Phallosan over the the off and on usage of over a couple years. Now I am hanging with the Phallosan and have gained .15 inch in three plus weeks. I just started hanging at 7 lbs this week.

So hanging appears to be faster since all my newbie gains are long gone. But here is the catch, my erect girth is really small. So my thought is that cell division and stretching of ligament tissue is easier for those with smaller cross sections.

But there needs to be more studies. Kickinthmebs Phallosan Users Table thread is an excellent start to gather objective, experience based evidence for or against extenders.

Perhaps we need the same for the LG Hanger. And LG Info, I can pretty much promise you I will buy your product at some point.

Because I am a "Gear Hound." Some of my Brothers in the Services should recognize that association. That and hanging with the Phallosan Forte, I have learned that it will fail to hold the weight I need to support at some point because it cannot generate enough measurable vacuum like the LG Hanger can.

If you can find a way to modify the PF so that you can use a real pump then problem solve. I remember Diesel talking about such modification in one of my past threads I believe. The LG hanger is probably the best hanger in penile enlargement right now the quality and design is top notch, but it is very identical almost exact to how PF works.

Dr. Krakovsky has numerous articles in medical journals that he has been give awards for. You can find and read the studies for yourself. I am only telling you what he told me, and he does take measurements.

As for analogies or comparisons that don't apply..... from all the data I have looked at penile tissue is comparable to the muscle tissue in your bicep. Which for the vast majority of humans is "fast twitch" muscle. Ligament tissue is ligament tissue. One isolated bodypart is not vastly different in it's make up, only in it's function.

I know my statement was bold, and I still stand by it. Several customers we (Dr.Ric & I) have sold to have used low traction devices with no results. I used one for several months and got nothing! I respect Dr. Ric's opinions based on his 30 years of PE. There's another individual who rarely frequents this website who also has 25 years of PE experience. Both men have made very significant multi inch gains. So when they both echo what I intuitively know, based on my knowledge of professional bodybuilding and sports, along with a degree in mechanical engineering - "low traction" devices (one's that pull 3 lbs or less) are minimally useful and simply cannot compare to the effectiveness one can achieve when using traction that is 10 lbs or more.

I'am not trying to pick a fight, only to properly educate guys as to what will give them more bang for their buck!
When I see a post that asks why the Phallosan is so damn expensive it pricks my interest because I just can't comprehend why so many guys would buy a device that can't blow your hat off your head! You can pull soooo much harder with your hand than you can with that "low traction" device. I only see it useful as an "ADS" after you have done a good hand stretch session like Big Al advocates or heavy hanging with the LG Hanger or BiB hanger.
You are right, I stand corrected on the suspensory ligament diameter numbers, I read it wrong, my apologies.

I went and looked up Dr. Alexander A Krakovsky on pubmed and found nothing. I guess none of his papers are in journals indexed by the national library of medicine (odd, but not absolutely unheard of). So, I went to his website (found here for those curious). He does indeed appear to have a list of publications here. A couple look like abstracts, most are in what looks like a free, bi-annual journal distributed to members of a particular association. One does look like a "real" paper in a peer reviewed journal.

What I didn't see is any proof of those numbers (if it is there and I missed it, please show me), which remains my primary objection. I still see nothing to sway me that 90% of people have nothing to gain from extending. I also see nothing to prove that 10 lbs is the needed threshold for gains. Therefore, these assertions must remain in the land of conjecture and not fact. Just like the assertions of all the men out there who claim gains from extending and from hanging less than 10 lbs.

Just like you, I'm interested in properly educating and ensuring that what is said on here is a fair representation of truth. Keep making those quality hangers

I have extended and I have hung weights, I can say that I would have to agree with LG info. I cant see extending working as well as hanging regardless of what type of extending device one uses. Can they work, yes but not as good as a hanger can.

I would think bigo is correct heavier tension would wield greater gains at a faster speed. But wouldnt one want to milk all your low tension gains you could before starting a higher pull force?

I know thats what i will be doing

Remember that you can still hang low weights with a hanger!

LG Info said that the penis is similar to our bicep muscles so wouldn't high tension also make the penile tissues stronger? There are bodybuilders out there that runs into a plateau so wouldn't this concept be the same for the penile tissues? You have the risk of making it much more stronger that it can handle and eventually counter all the stress of high tension or heavy weights? I do remember you hitting a plateau with the bib hanger for hanging heavy weights making you try out various types of extenders for a change until the LG hanger came out which enables users to hang more than the 20 minute bib hanger.

But even with the LG hanger users are recommended to hang at 30 minutes to an hour with heavy weights so wouldn't this eventually become the same effect as bib hanger one the penile muscles become strong enough to handle that stress regardless of the weight?

I'm no expert at this stuff but just something that came into mind.

Also, bodybuilders can only get so big enough but then they will hit a plateau where they can't gain anymore no matter how much they lift there is always a limit unless they start doing steroids which will enable them to get much much bigger but even then they will still eventually hit plateau you can only get so much gain but there will always be a limit. Otherwise, bodybuilders would be super huge like 10 people combined into one but that doesn't happen because of the plateau or body limits.
