Fleet farm has 2 pound fishing weights for $5.99, 1 pound for $3.99, and 1/2 pound for $1.99. That along with 2, 2.5 and 1, 5 pound weight plates from wal-mart can get you a total of 14 pounds for around $25 total cost.

I started a thread about traveling and PE. In it I recommend using water bottles (filled with water) for extremely cheap weights.
1 Gallon of water is about 8 lbs (you can google this) so you can calculate the weight of smaller bottles to achieve your target weight.

I believe I bought 1 and 2 lb plates from Dick's Sporting Goods. Deep sea fishing stores sell fishing weights in fractional pounds up to 2 lbs.
When I was hanging. I started at 5 lbs and added weights in 2lb increments until I hit 10 lbs and dropped to 1 lb.Valued Member of 11+ years at the PEGym12/'09 (start) NBP EL - 4.5, EG - 4.4

I made my 0.5 lb weights from fishing weight combined some of them and wrapped them with ductape. I also attached rubber band so I can attach it to my rope.
I use BIB hanger myself.Start: 8/2013: BPEL: 6.3" EG: 5.1"
Current: 9/2020 BPEL: (8.3 inches BPFSL: 8.9 "* MEG: 5.9
The Goal: BPEL: 9 inches EG: 6.5"

Your limiting factor to condition yourself for vac hanging is to be sure you do not suffer vac blisters.
I would give it two, 20 min sets then increase 10 minutes the following week. Push it up 10 min each week until you get to 60. Then increase weight.
Each time you increase weight, you need to decrease time then work up again.
