I had found that flaccid stretched lengths preceed erect length increases; however there was not a 1 to 1 ratio, and they were not simultaneous.
A 0.25" flaccid might be followed later in time by a 0.125" erect length increase (example).Valued Member of 11 years at the TheBiohackerLooks are deceiving, mirrors don't lie.

It is a great indicator that you have physically stretched out your penis and was always an indicator of future BPEL gains in the bank for me
