Well I actually gained .25 with the routine. And as of lately in conjunction with the routine I been stretching every other break I get, I think its working im not sure due to my flaccid hang its bigger.

Trying to gain in two weeks is like trying to go to the gym and increase your biceps by a noticeable size. Bottom line, is won't happen overnight.
The only way to increase your size is with time and dedication. If you rush things, you'll more than likely injure yourself which can lead to future gains taking even longer.
PE is all about patience and time. This is a body modification hobby that cannot be achieved in a short period of time. My advise to you would be to say, "enjoy what you have" and then work on your PE over time.
The worst thing you can do is rush it!Don't focus on the destination but enjoy the journey!
