Healing in an elongated state can be very beneficial to PE. But my question is, at what length should someone heal? Should it be in the stretched flaccid state or the normal flaccid state prior to a workout?

The concept behind this is how extenders work. This works very well with low intensity type training. A full higher intensity training regimen often does not usually respond too well by applying traction afterwards.
The best option for using traction would be a combination- LIMITED high intensity work followed immediately by traction.
