ball sack skin?

Been noticing my scrotum skin looks extra bumpy and has many small dark red/black spots which look like surface blood blisters. Not sure if this is from penis exersizes, shaving this area, powder, or what. I do not do any ball stretches or anything and have not changed anything in my routine. Been doing everything I mentioned for years. Anyone else seen similar look? Is there anything I should try to make it look better, oil or cream or something? It does not hurt or affect anything, just does not look as nice. Appreciate any help. Thanks

Yeah, I got a number of tiny blood blisters type thingies, I pay no attention to them, popped one just to see what happens, bled like the devil forever. I only notice them as I check to make sure they are not ticks. We have an awful problem with ticks around where I live.
