I’m using the quick extender pro and the phalason forte. Are anti turtling devices for hardcore forms of PE like hanging and pumping, or should I be using one too?

I don't think it`s necessary. You should instead try to (slowly)maximize time in the extender.
And when you do hanging you can then use extenders to keep expansion going.(much less time and intensity then)
imo.. if you turtle too much, cause of exercise, then you might have done too much.

I turtle bad period, exercise or no exercise. Trying to figure it out.
