Hi. It's been quite some time since I last visited the forum.
Over the past year, I have been on the move and have only been able to exercise periodically- very inconsistent. However, things have slowed done a bit over the past few months and I have gotten back into exercising. I have consistently warmed up for 10 minutes, done a few minutes of stretching and then finish with jelqing (typically no less than 15 minutes). I usually do 3 days on/1 day off, but it really depends on how I'm feeling. If I wake up with an erection 7 days in a row, then I'm probably going to exercise 7 days in a row.
I have seen only a slight increase over the few months. I am simply looking for another 1/16 to 1/8 of an inch, which will get me to the next inch, and give me some peace of mind. I'm not asking anything unreasonable from my boy here.
I am looking for any advice that you guys might offer to help me get that last notch.

If your conditioning is up to snuff, maybe you should shake up your routine and try some more advanced exercises? Stamina work is also VERY good for gains, Big Al has some things posted about kegals, edging, ballooning, towel raises, etc, that will go a long way to improving EQ and such.
Kingpole has a intermediate routine you could check out.
