My bpel is 1/2 an inch less laying down. Is this normal? Is this an indicator of some stretch or something I should focus on?

Perhaps try measuring standing up with your back all the way against the wall. I was just mentioning this on another thread: when standing up, you might be thrusting your pelvis forward a bit, which you may not be doing while lying down, which could be increasing the measurement, thus explaining the discrepancy. But perhaps not, in which case, I have no idea what it means.200 degrees... That's why they call me Mr. Fahrenheit.

NBPEL: 6.5"
BPEL: 7.1"
EG: 5"
Goal for 7/1/12:
NBPEL: 7"
BPEL: 7.5"
EG: anything over 5"

I agree with Mr Fagrenheit, many people do notice this difference while measuring in different position. Sitting, lying down standing, etc. You should just stick to the same way of measuring, no need to focus on anything in particular

Standing, sitting, and laying down all give different measures potentially. It all depends too on how much you thrust your hips out. For me, sitting with thrust hips gives me the biggest measure. I used my biggest measure possible starting out so I couldn't 'cheat' on my gains. My BPEL was probably 5.8" or 5.9" but I thrust my hips & got 6". That way there's no doubt at least for me that my gains are actual penis size gains, not just EQ gains, etc.
However, in terms of tracking progress its important you always measure the same way. I have always measured sitting down, so i wont change it (once you choose a method you need to stick with it). If you don't keep using the same method, you wont be able to accurately asses your progress and decide what is working vs what is not working, etc.
