So, I am going to start PE. Can anyone tell me if this is a good routine?
I will be warming up with 15 minutes of Bathmate
than I will be doing the 90 day beginners program
finishing off the program, i will be doing vacu-tech
can anyone tell me what an extender is used for? I might add that also

Don't worry about the extender for now. Pick a beginner routine & start studying.
It sounds like you were going to choose the JP90 routine. That's a great way to start, lots of guys have reported excellent gains from the routine.

A lot of people really like the Bathmate; I may get one myself eventually.
I'm not an expert on pumping, but here is what I suggest:
I would start with sessions of just 5 minutes & only increase that slowly. Never use so much pressure that it causes pain & give yourself time to adjust. If you see any fluid-buildup or blisters, give yourself a rest & recover, then return with reduced time and/or intensity (and slowly return to where you were before, etc).
