An attempt has been made to use the information available in the PE Data Site at Thunder's Place to answer this question: Does Big Girth Kill Length Gains? - Thunder's Place Free penis enlargement Forums

Note that ModestoMan did find a slight negative correlation between initial girth and length gains (-0.20) but that is a pretty small coefficient of correlation.

There probably aren't enough responses to draw any conclusions, and the criteria by which to judge whether one is an easy or hard length gainer are vague, but there doesn't appear to be any striking relationship between girth and ease of length gains.

If you look at Bigger's (Bib's) comments there, you will see that what he supposes happens to the tunica with girth gains is really only conjecture except for the comment that he felt his tunica had "much more material" from having done PE. How he would know that is beyond me, however, and even if he did have a way of knowing, I don't think one single individual's experience could be generalized to everyone doing PE. Especially in view of the fact that what Bib did was quite extreme.

Maybe if my penis was a cable, but I don't think it does too much of a difference ie. when stretching your penis is (should be) flaccid (soft tissue), so the pulling force goes straight to ligs no matter how thick your penis is...
iamaru-I have always wondered about the "thick cable" analogy. It doesn't really make any more sense than the penis as a muscle. After all we are stretching the ligs right? Girth increases don't, to the best of my knowledge, increase the thickness of the ligs.

bib-Since the tunica is the limiting factor in girth, provided there is sufficient blood flow, it is obvious the tunica does stretch or grow. Which is it? If it only stretched, then it should become weaker. Since there are no reports of torn or ripped tunica, it would seem that it probably grows, with new material filling in as it becomes larger to handle a larger girth, and subsequently remaining at the same strength laterally or possibly stronger. That is my experience. Mine actually has more material.
So, if girth gains do provide more material, is that material as strong, or stronger than the original girth. Beats me, but I would tend to think it is stronger. Much stronger. So, would length gains be harder or easier considering this new material, attempting to stretch it lengthwise. IMO, yes.
sam-I don't think girthsize affects lengthgains from the ligs, also your ligs don't get thicker or stronger when you gain girth.

I think that length gains with PE result from 1. Improvement in EQ (assuming EQ was suboptimal to begin with) 2. Elongation through deformation and remodeling of the suspensory and fundiform ligaments 3. Elongation through deformation and remodeling of the outer layer of the tunica albuginea. I think that the ligaments and the tunica alone resist elongation with stretching, hanging, or jelqing. The skin might provide a bit of resistance initially, if tight, but the skin is relatively easily stretched so I don't think it is a limiting factor for length gains for very long.
If PE with girth gains did thicken and/or strengthen the outer layers of the tunica, it could well make length gains more difficult but who has demonstrated that this takes place? Bib claimed that his tunica had "much more material". How did he know? By feel? Even if he were correct, I think that hanging for 4-8 hours a day with weights up to and above 40lbs could conceivably do things to a penis that are not going to be observed with the type of PE that most guys are doing. Bib assumes that girth gains thicken the tunica but he more or less admits that it is just what seems right to him.
Most of the structures that make up the thickness of the penis are not going to provide any significant resistance to elongation after an initial period of skin stretch. This includes the skin, the subcutaneous tissue, and all of the tissue within the corpora, so the overall diameter of the penis would not be a factor in determining its resistance to elongation. Only the load-bearing collagenous tissues (the ligaments and the tunica) would matter. Like sam, I can't see how girth gains would be expected to make the ligaments more resistant to length gains. Like iamaru the "thick cable" analogy makes absolutely no sense to me.
I think it is conceivable that PE with or without significant girth gains could render the tunica more resistant to deformation but I am not aware of any solid evidence to support that idea. I think it is possible that the tunica could get tougher in some individuals and become thinner and less resistant to elongation in others. In the absence of any tissue analysis, or at least imaging studies (2 D ultrasound, CT, or MRI scanning) done on individuals before and after PE, it is anyone's guess.
