It's probably just a question of erection quality that fluctuates. This can be due to many things from level of horniness to overtraining... Also the position in which you measure is important: your penis will always be smaller when you stand up compared to when you are sitting or lying down.

When your growing you may have a softer erection but bigger. It takes a few weeks for EQ to catch up to the new growth.
