I have searched for this, but...can someone explain the proper way to perform a Uli? Thanx!

You certainly saw this exercise description with a video: Uli - penis exercise For Size and Hardness
Performing ulis is easy, just be sure not to do it for to long (30s is good at the beginning, no more than 60s) and don't squeeze too hard.

Ulis rock hard. For the conditioned penis.The early bird gets the worm, but it's the second mouse that gets the cheese.

Normalguy has already pointed you towards the uli as we know it at the gym. But the original uli, or uli#3, as it was introduced by ulistretch, was performed at around a 75-80 percent erection as opposed to 100, and involved gripping at the base, but then moving the grip half an inch to an inch forward, further expanding the shaft and head.
There are a few modifications and interpretations around but that's how it first came to be known.
