Hey Guys, first off sorry for the long post. I'm somewhat of a beginner, but not really because i have dabbled in PE before but never really got onto a good 5 day on 2 off plan. Anyways, when i started my half assed shower routine in Spring '10, i suffered from low EQ and this is what brought me to PE in the first place. I saw some newbie gains from NBP EL 6 3/8" to 6 5/8" which is where i am now. However, i believe this was just from improved EQ (which gets the job done now, but nothing to brag about). I dont have any memory of girth measurements but i can go 4.5" (maybe 4.75") today, and i feel that i made some girth gains since last spring. Heres the routine i started about 6 weeks ago, with the goal of reaching 7 x 5 by April/May:
5 min hot wrap
4 x 20 second stretchs. I might point out that i stretch using both hands by pulling the glans AND my flaccid bases apart to stretch the tissues of the shaft, not just the ligaments.
50 easy wet jelqs at 40-50% erect
50 V jelqs at at 40-50 %
Heres the intensity: 10 hard, slow jelqs at 60-70% erect followed by a 15-20 second Uli. I perform this combo four times.
i end with three sets of 10 rep towel raises to work on EQ and endurance. I also like to edge, sometimes finish.
The workout takes 45 min to an hour depending on how well I'm feeling in regards to the workout. I'm going on vacation next week so I'm going to take a week off ALL activity and recover, and then measure at the end of the week.
Anyways, thanks for reading, and I would appreciate any feedback you guys could give me in terms of technical PE advice. i am especially interested in any recommendations you can make about how to develop flaccid size (4 x 3.5)

Seems safe and sound to me. If PI's remain strong then all is good in gothom. Regarding flaccid size exercise, LAS's will do the trick:
