I don't know if this is suppose to happen or not, but I started p.e. about 3 weeks ago. I've been trying to stick with it doing my kegels and jelqing 2 days on 1 day off. Pretty much the newbie routine with some ULI, plus I edge for about an hour or more 1-2 times a week(I ejaculate at the end, is that bad?). I haven't seen any gains yet, but one thing I'm noticing is my penis is not expanding the way it used to a couple weeks ago, it's like the tissue in my penis has hardened. I'm just wondering is this suppose to happen?

I doubt your penis is hardened to PE after only 3 weeks. After 3-6 months maybe.
As for gains you will have to be patient as they will come but not overnight, complete the newbie routine and measure up then. If you start to gain, do not force it. Only increase a little bit at a time on the area you want to work most. You don't want to over work your dick or build up its stamina to quickly. Workout until fatigue and no more so that you are getting the most from your workouts without over doing it. some days that is less others it is more.
However for now your interested in getting your dick conditioned and the systems involved "fit" so that you can push on when the time comes.If you build it, she will cum!
