I'd like to clarify what I meant when I said that I experienced gains doing these the way I described. I had been doing PE for about 2.5 months with no gains and decided to try these instead of regular stretching. When I did them for two weeks I experienced about .25 in. in length and .11 in. in girth. I'm trying to get this straight, so let me explain in detail how I believe one would perform the exercise. PLEASE correct me if I'm wrong I'm still trying to grasp the concept, because this just feels like a skin stretch to me. Ill give an explanation...
You move the ^ down your shaft, so FIRST you would start at the base pulling in opposite directions (red arrows indicate the tension), then move an inch down the shaft again apply tension and hold, then another inch and keep going until you get up close to the glands as possible?
