The tape seamstresses use has to be a very accurate measurement. If it stretched or shrunk it would throw their seams off when they sewed, so I am betting using one correctly will do the trick for accuracy. Any time you add steps to a process you increase the chance for error. Wrapping a piece of paper or string around your unit then marking it and the placing it next to a ruler leaves a great deal more chance you will do something wrong then simply wrapping a tape around and seeing where it crosses (this naturally assumes you wrap it around your pride and joy correctly). Also, I do not believe width alone will give you any accuracy regarding total girth. In my case my CS is borderline huge, so to not include it would definitely not give me an accurate girth number.
By the way, make sure that the ruler you are using has its first measuring mark right at the base of the ruler. Many rulers have a couple thousandths of an inch gap from the base to the first mark. I sanded my ruler down to the first mark.

I am in the exact same situation ! I've always measured girth using a set of headphones... There is a 1cm difference (0.4'') between the measurement with the headphones and the one with the strip of paper...
I thought I started at 7 x 5.3... Turns out I was in fact 7 x 4.9...
My goal of 8x6 is slowly going away... And at this rate, I might be 10 in length before I reach 6 in girth :P

I tend to use dental floss which is not very elastic and also has a flat edge. I will try the paper technique though I have measured with tailor's tape before and gotten results that matched the marked lines on dental floss.

Zulu, I use dental floss also. Made sense to me for what you said, it's thin and not elastic. Let us know how it compares to the paper!

For example, your ruler has 0.4" between its base and the first measuring mark... Well... If you measure with it and you get (BPEL) 7", it means you are actually 7.4". Quite simple huh ?04/11/11: BPEL 6.97'' / MEG 4.88''
04/11/12: BPEL 7.80'' / MEG 5.39''
04/11/13: BPEL 7.95'' / MEG 5.39''
04/11/14: BPEL 7.76'' / MEG 5.35''
Short term goal : 8(BPEL) x 5.5
Long term goal : 8(NBPEL) x 6
