Testicles becoming a problem while jelging, help?

My testicles and sack dangle pretty low and get in the way while I jelq, the extra skin causes a problem, i try to wear some tight underwear to hold them down but it doesn't stop it, does anybody have this problem or any tips on how to stop this?
