Some guys have fat pad out of proportion to body fat.

Yea, fat pad sucks. Especially when you are 165 lbs but have a pad of at least one inch

How tall are you? How is your diet? As noted, that is a common spot for any excess fat on men. And that even accounts for the majority of people who are in very good shape.
Yes, I'm sure you could get lipo in that area and you would pay a grand+ for a few weeks/months of satisfaction.
All I can say is to do more cardio and enjoy a healthier lifestyle in general. But if the main reason is to get rid of your groin fat pad, well...

More cardio, good diet (nothing to extreme lol), squats, leg raises, knee raises, high knee jumps, running on the spot with high knees... These can help, it just takes alot of effort.

Only thing that would permanently get rid of your fat pad is cryolipolysis, this involves freezing of the fat cells which leads to cell death.
edit: this is surgicaly-wise speaking. Healthy diet and exercise (causing a caloric deficit) will also shrink your fat cells (yeah you read that right, they can only shrink, you can never lose them naturally). Keep in mind that the process of fat storage is rather complicated and losing or gaining weight will occur in different places and in different order, this also differs from person to person. Have you ever gotten your body fat percentage measured?

I think he was just giving examples of a general workout. You can't go into any workout on earth and really say, "I want to specifically lose fat in my lower stomach, or butt, or thighs, etc." Doesn't work like that.
Just for example...I have a little flub that generally covers my abs. I can do 1000 crunches a day for the next few weeks and at the end of that time, it will do little to nothing to get rid of that flub (if I keep all other habits the same).
