I wondered the same thing at the onset of PE (~3.5 months ago), so I just measured a lot more frequently during the first few weeks and months.
For a while I actually did suspect that I may have lost some base girth, but I have come to the conclusion that my measuring was not precise, because by feel it seems a little thicker on the underside. I'm 1/16" less than my initial measurement - which, like I said, I suspect to be generous and inaccurate.
Lesson learned: Take very good starting measurements. Honest, repeatable and precise. If you do start PE and are really concerned, monitor your progress closely. Do remember, however, that EQ fluctuations cause size to fluctuate up or down a bit.I am no longer an active member on the PEGym.

I lost like 1/8 of an inch but gained it back after a month, could be real loss or could be EQ related

I would think that any girth loss from stretching or hanging would be temporary.

If you do a bit of research you'll find that hanging increases girth despite it's primary use being for length gains.

People seem to look at hanging as stretching an elastic band where it gets longer and skinnier and that's wrrrrrong.
