Hello I am a newbie on the forum and wanted help and advice.
This site is great and is very informative but I want to filter it down so I can get started.
I am about 6.5 Len and 5 cir and wanted to know what would be the best possible method in helping me achieve good gains.
Are non surgical exercises the best method to use and are they better than using jes extender,penis pumps,weigted devices etc?
From the measurements I have stated above, what potential measurements could I reach if I follow a good programme and what is the time frame for this?
Open to all responses and be nice to hear from any veterans also.

Welcome to the site! You're going to hear this a lot i'm guessing but check out the JP's 90 Day Beginner Routine, it's a very solid, well accredited beginner routine. The key when you are starting off is to condition yourself, the exercises and enlargement techniques will be much safer this way and it gets you familiar to the main exercises, as well as giving some great newbie gains.
You have some good starting stats, one thing I would just like to say I would take as accurate readings as possible at the start, when I started I didn't take the most accurate readings of my size cause I didn't realise every little notch on the ruler would mean quite so much, when I got to the end of the JP90 I doubted my gains due to the innacurate measuring.
I would definately start off with the manual exersizes- stretching and jelqing, for at least 6 months. Using devices is more personal preferrence, ideally you wouldn't have to use them unless you'd stopped gaining over a long period of time. Why spend money on devices which can potentially be more dangerous when you can do all the work with your own two hands?
As for potential, everyone can get bigger it's just a matter of training, there isn't a cut off point where you physically can't get any bigger. If you want you can look into the science of it, theres a lot of interesting articles and threads on this site that are really informative. As for time scales, well it's really different for everyone. And I know thats annoying to hear, I was hearing the same when I asked that question a few months ago, but when you start gaining you'll be happy and not worry about how long it takes, not when you've seen with your own eyes that this all actually worksthough as a rough estimate, many people see newbie gains which are more stretching out your full size rather than making new cells, these can be anywhere around 0.5" after the first 3months if you're very lucky, I myself gained 0.35" length and 0.15" girth through my JP90 and my stats were quite similar to yours.

Welcome to PE Chris.
Jakebfs has given great advice. Look at starting with the JP90 routine he linked. It conditions your penis for the rigors of PE. It also has given some great newbie gains for plenty of PE'ers. In fact, many people keep going well after the 90 days with that routine as long as they're gaining. Why change if it's working?
Devices are better left for much later. Well after you've conditioned your penis (after the first 90 days of JP90 routine). In fact, my opinion on devices is to use them only once you stop gaining from manual exercises. Sort of changing up the routine to shock the penis into growth.
The single biggest safety advice you need to remember is to go slow. Nothing good can come from rushing. Learn to do the exercises properly and safely. You have only one penis and what we're doing can be dangerous if you don't take it seriously. Any gains you get can come quick (as in months) or take years. Depends on the person and how they approach PE. If you end up being a slow gainer, don't fret, any gains are better than none
Unfortunately, no one can tell you how fast you will start gaining or even what your potential maximum gains will be. Seems we are all different in that regard.
Take a few mins and read the stickies in the beginner's forum. Specially the one titled safety first.
