Don't understand why sometimes getting into PE is fun, but sometimes can be very stressful.
---- 30 minutes of jelqing -> 30 minutes of edging / uli <------AFTERNOON WORK OUT
Then, when I do my night work outs which is consist of -
10-20min - stretching
1 Hour - Hanging (5-7LBS) 20X3
repeat of afternoon work out
DONE :| (literally feels like an actual work out when im done im like fuck what a workout)
I just don't understand why sometimes after hanging its really tough for me to get horny or keep a boner, and it seems like my penis is a little weaker, and not as rock hard as it should get. Should I maybe incorporate my hanging sessions seperate of everything else, maybe hang in the morning then procede to do normal afternoon work out -> then do same night workout without hanging maybe. Or is it that the penis is weaker, b/c no shit its weaker, you just hung weights from a very fragile piece of your body. Please help me better understand.

You are exercising it, right? So I ask you this question: after you've worked out a lot in the gym aren't your muscles sore? Don't you feel weaker? The same principle applies here: after you've exercised your penis it is weak and until it has grown to cope with the stress you're putting on it it will not be as strong as before, this is the principle of working out: you "damage" yourself, you put a new stress on your muscles, thus forcing them grow a bit more to overcome that stress, afterwards you put a little more stress on them, thus making this a cycle. I hope I gave a suiting answer to your question and worries.

Neither did I! Read carefully, and try to understand what I just told you: after a work out you are weaker then your body regenerates and you get stronger.

Being a dickhead to someone giving you their opinion won't get you the advice you're seeking. That said, I feel like you are doing too much and then expecting your penis to function. You are likely causing a lot of tissue fatigue in your penis. Good reason you erection strength is down. I'd cut your hang time by a set a day from each of the "X20" sets. Are you doing the whole 1+ hour twice per day for a total of over two hours per day? If so, that is indeed excessive and you won't gain any faster than you would with "just" an hour or so per day of total PE time.

3 hours of serious PE in a day(holy shit!) will leave you unable to function just like 3 hours of exercise on a specific muscle would leave that muscle unable to function. Drop about half of your routine or reduce the intensity.

Also if you didn't already read the hanging 101 guide, tells you all the basics you need to know, like how hanging and stretching routine = a no no.
Heavy girth work like 30 minutes of jelqing then ulis will work against you.
Not having a real hanging routine like doing random stuff like 5-7lbs because it feels heavy so therefore you think its good and not riding the fatigue won't get you much gains either, it may make it harder to gain in the future too.
