Is turtling the phase where your penis heals and grows? Or after a workout, should I attach my penis using an extender with NO TENSION to prevent turtling? I heard somewhere before that if your penis turtles, your cells will go back to regular size and prevent growth from happening. Is this true?

Turtling should not be confused with returning back to its normal flaccid size, I know that both vary due to other factors but you get the picture.
Its normal that the penis returns to its normal flaccid size after a workout, but turtling could be a sign of overtraining.
Some recommends wrapping the penis to prevent turtling.
Anyway, turtling will not prevent growth but rather delay it or slow it down a bit.

I agree.
I made a thread about keeping the penis extended after exercise. You might find it interesting.

Since smooth muscle cells can divide (skeletal muscle cells cannot), I don't understand the need to keep the divide gap open for growth to take place. Where there was once one cell there are now two, eventually both cells (assuming they are healthy) will grow. If your unit turtles after a PE routine cells might get jammed up, but the new cell is still there. The turtled penis isn't going to "kill" the new cell. Unlike lifting where it is important to get fresh protein quickly to your skeletal cells after your routine in order to maximize cell regeneration, I see no similar time constraints on the reproduced smooth muscle cells. I am no doctor and this is only my opinion based on a limited amount of study.

Uh oh, you're using your brain again rbi. Danger, danger!
No, it's very interesting. I'd love to know the answer to these questions. I wonder if the cells divide during the exercise or during the recovery period, or both...

I would assume that PE makes the cells larger. As the cells increase in size, the cell membrane has a harder and harder time getting oxygen and food into and waste out from the inner cell. The cell's only way of surviving is by dividing into smaller cells. I think it is "sort of" safe to say that PE makes the cells grow larger, and after the fact the cells divide on their own. I also feel that it is because of this that turtling does not harm or impede growth.

Also, should I wrap my dick or put extender on during rest days to keep my penis loose?
