I just don't gain anymore. I really don't know what I do wrong. My last routine:
10 minutes of stretching
10 minutes of dry jelqs
15 minutes of wet jelqs
kegel/reverze kegel routine
I have to say I don't warm up. I don't have the privacy. I tried it with warm ups once, using hot washcloth or putting dick in glass of warm water, but I really don't have the privacy. A rice sock is out of the question. I workout 2ON 1OFF. Sometimes my dick feels tired. It just doesn't seem right to me. I love these forums, I love the concept, I'd love to become 8x6 one day. But I just can't make the click (first off) in my head of my dick being able to get larger. It's just so weird.. I don't try to diss PE or anything, I love it all, but it just doesn't work for me ..
When I workout in the gym for 2 months, I see progress, I see my body being stronger, I feel fitter, I feel energetic. With PE, I don't feel anything. I see my flaccid length a bit bigger, yes, a bit bigger. But that's about it.. I do kegels, do they help me lasting longer in bed? I don't know, I'm still a virgin. I just can't motivate myself anymore...
Some say: hey, less is more!!! 3 days, 15 minutes, thats enough!!!! Others say: you get what you put in for .. I mean: some guys pump, hang, stretch for 8 hours a day etc... What the hell is that all about?
I can't find my way in all the tips and tricks ... Someone help me. I got the knowledge, but it doesn't work for me. I'm almost 18 months into PE now, so I'm not a noob anymore. I've been around here A LOT. Still I don't see no results.

Pick what you want, either length or girth (I'd recommend length first), and then do a routine that only targets that.
Stretches, lots and lots of stretches.
Or, move onto girth work.
Hey, I've had hardly any gains too (although I haven't been nearly as dedicated as you've been), but I believe it will work
What exactly were you doing in your last routine? what type of stretches? what type of jelqs? what erection level etc.?

I just stretch 30 seconds in every direction (up/down/left/right/front). Then I take 30 second break. Again 30 seconds stretching. In total of 10 minutes, so 5 minutes stretching, 5 minutes breaks.
I then proceed on dry jelqing, 3-5 seconds per jelq. downwards, upwards, front. after 5 minutes, 1 minute break. Total of 10 minutes.
Then I proceed with wet jelqs, same as with the dry jelqs. Only for 15 minutes.
I do a kegel/reverze kegel routine of rbi, 3-4 times a week. Sometimes after or before a workout, sometimes at regular times.

You currently spend 35mins a day doing PE, instead of doing it all in one go would you be able to split your routine? or would privacy be an issue?
I would personally advocate doing your kegel routine in the morning, and then doing 20mins of stretching, then do 15mins of stretching in the evening. I've always felt that a split routine with a small "rest" period between each set could be beneficial.
Your penis would appear to be quite conditioned since you haven't gained in a while, so minimising rest could help.
If you want to go for girth you could jelq in the morning and do squeezes in the evening or something like that.

Your standard stretches, side-to-side-stretches, and maybe one more type of stretch... bundled stretches if you want to work on girth a little bit.
