I am of the thought that hanging is the safes of all length gaining exercises. I am also saying this with the hopes that all who try it do it from the beginning as recommended in Bibs method of hanging.
With hanging one always has control of the force being applied. When one gets impatient and tries to hang way to much then hanging can and will become dangerous but it is not hangings fault, the fault lies within the individual.
There are many different opinions on this and I will not say people who don't agree with me are wrong but I will say that all devices are safe to use from the start of PE so long as the user has a good understanding of what he is doing.
If you start at 2 lbs and your technique is your primary focus you will be fine by starting with hanging any time you wish. Hanging or extending to me are the greatest gainers for length, that is if you are like me and most like wont manually stretch your junk all day by hand. I really like the hands free benefit that hanging offers.Going an inch and 1/2 deeper than before

As far as kegeling goes it can be used for effective stretches, I think it is more so when one kegels to exhaustion and then there is less overall resistance against your stretch.Going an inch and 1/2 deeper than before

Sometimes I feel like getting your penis used to PE and force is a bad thing because the most confusion occurs when its not ready for the force. And if it's not known to any force, starting with as low as 2 pounds hanging will give you good stretch so you may gain from the very beginning. Most people who have been PEing and stretching doesn't see gains until they reach 12-20 pounds. They also have to start with more than recommended just to feel the stretch.
Since I already started with manuals I am trying to max out with manuals and/or extending and then start hanging. But I'd really suggest start with something that you continue religiously over the next couple years and believe me stretching gets boring as shit and sometimes you just feel like giving it up if you are a slow gainer..
So if you are serious about PE, take a path (manuals, extending, hanging) and be consistent about it..You can switch paths too but people like many people made crazy gains with consistently doing one kind of PE.

Gaining 1/16" of length is barely noticeable, but if you were to gain 1/16" per month, that is 3/4" per year! I would gladly take that. Hell, as slow as 1/32" per month would be, that is still 3/8" per year, which is nothing to scoff at.

Yeah but some luckier ones get very fast gains too...
You are well off with something that you don't need to use other body parts as much is better off such as hanging or extending. Because after a couple months when gains aren't as fast as you expected, you start to lose all the dedication you just feel like slacking off and become hopeless that's why something without much use of hand and that isn't manual is better..

To the OP:
You also say you want to even out your girth so thicken up at the base a bit, while not gaining any girth mid-shaft. I advise starting some LAS's, I know for me when I added them to my stretching routine my base girth started to go up. Probably won't be as much as you'd get from normal girth exercises but its an ideaI'm back!
