A stress-strain curve is a graph showing the relation between force and elongation for a particular material. The graphs above are only showing the elastic range of the tunica albuginea and do not show plastic deformation or failure.
To address your point about gaining, plastic deformation of ligaments and other connective tissues is usually measured in terms of millimeters. Very small. Also, even if you plastically deform something, once you let go of it, it will STILL rebound a little. Gains come slowly, basically.

That being said, I want to make it very clear that I personally have ZERO clue if plastic deformation via PE is even remotely possible and if we would even want that to happen to our penises. It could be the case that we are just "training" our penis to stretch further and further elastically like any other connective tissue such as ligaments or muscles.
There are a handful of scientific sources which describe patients having permanent "loss of elasticity" of the tunica due to repeated and prolonged priapisms, yet they still have the ability to get and maintain an erection and have normal sex. Unfortunately, this is NOT always the case.

I have to disagree Eow, let me explain my reasoning.
In my own experience I can get better girth expansion starting from a lower erection level and it doesn't break anything with the stress strain curve. The reason is that the slack gained longitudinally by being less erect gives slack for the walls of the Chambers to expand outward laterally beyond their normal capability. This isn't to say there is more stress involved, only that you can more effectively target the orientation and/or location of the stress instead of having it distributing equally in all directions as is the case with a taut membrane.

But isn't expansion expansion? What does it matter if it's semi-erect or erect? If you expand your penis beyond it's normal boundaries you've expanded it. It's getting late.. I think I'm starting to lose it.

I still don't think that necessarily equates to more expansion. You will just have a false sense of expansion since, like you said, a lot of people report being more "girthy" when not at 100% hardness.
I'm not sure how to modify my above pictures to explain what I'm thinking here, so words will have to suffice.
You start semi-erect. This means your longitudinal tunica isn't pulling your circular tunica taut, so you are able to expand your circular tunica farther before stiffness is reached. That doesn't mean it will change what your girth is once you are erect. Let's say you are able to expand to 5.5" girth when semi-erect as opposed to 5.25" when erect. Expanding more when semi-erect doesn't mean you are expanding further than 100%. The "scales" change because you don't have the longitudinal tunica pulling on it. I could do some semi-erect squeezes and measure a big girth, but then when I got erect it would just be the same.
If you push past your limits when semi-erect, you will gain. If you push past your limits when erect, you will gain. I don't think you will gain MORE simply due to the fact that you were semi-erect. You might be able to push the temporary expansion further because the longitudinal tunica isn't yanking on it, but once you get a normal 100% erection it will taper that expansion down.
What I'm claiming is that since you have more blood to work with when erect, girth exercises which are done while erect will produce the most expansion and therefore the most gains. They will also target more of the shaft. When you are jelqing, pressure becomes greater the further you go up the shaft. So really, you are only truly expanding a subset of your shaft (baseball bat affect).
