I've been doing PE for sometime off and on, doing the JP90 routine.
However, I have noticed that when I do the stretches, ligaments (i think) hurt at the bottom of my penis). They've been like this some time now, so i've stopped PE'ing with stretches and jelqs (jelqs have the same effect). Its only on the left side aswell. The pain has not gone away though and comes every time I try to stretch again. I've been resting it for 3 months or so now, but it doesn't seem to be healing.
I've continued doing kegals and clamping, and I'm wondering if perhaps kegels are to blame and my pelvic floor is too tight and I should incorporate reverse kegels into my routine?
Also, whilst doing jelqs it seems i end up dragging heaps of my ball skin into the jelq and its not as effective. How do people avoid this?

Perhaps, you need to reduce the Intensity/force you are using in your workouts. You may be re-aggravating a previous injury.
Also, warming up will go a long way in helping you prevent injuries by 'softening' things up FIRST.
If injured, periodic application of heat can help keep things relaxed, improve circulation, aid recovery.
