I don't know, but I find it harder to measure when erect, maybe that's the problem? That your erect is just minimal bigger than your flaccid, but you don't get the proper measurements off?

Yes, when a member cannot read a ruler correctly. Other than that, it's impossible.

What about if, while being erect the girth increases substantially causing the length to decrease a bit?

...a inch seems more than a bit though.
