I am looking for advice. I've been jelqing for about a week, and have regularly stretched my penis just for the hell of it. I have always been a tad over 7 inches erect, with a girth of around 5.4 inches. I just would like one more inch in length. That is a lot to ask, I understand, but I am determined. I just want to be as safe as possible, since fertility and normality down there is my main priority.

It will take time, but with serious work and a regular routine, an inch can be had. Just be patient. I hope to wind up with that 8" (NBP) x 6" myself one day.Started - 6.25" NBP / 7" BP x 4.75" EG
Short goal -7.25"(goal reached!)NBP** 8.25"BPEL x 5.75" EG (goal reached!)
Long term goal - 8"NBP ** 9" BPEL x 6"EG

Welcome aboard! I love how your username says it all. Don't rush into it. Educate yourself as much as you can. Your goal is very achievable but you need to be determined and realistic about it. Finally you will end up in the zone and figure out what works for you and what doesn't. Whatever you do don't hurt the only penis you've got; it's not worth all the inches in the world if something happens to it.

Look man, follow the links MrB8 posted up there. He has given you the best advice you will ever receive. Just like you would do in a bodybuilding gym, here we also follow routines. Start with a beginner routine and move your way up. Time for you to go do some reading!
