I've been reading about turkey neck - when the skin around the base of the penis spreads onto the shaft due to PE stretching - and i've learned that I can do a separate skin stretch to help prevent it. Does anyone have any links to a good skin stretch technique, as I can't find anything about it for the life of me.

Stretch the skin above the turkey neck by grabbing your shaft with both hands and gently pulling in opposite directions (one towards the base and the other towards the glans). I don't think it matters whether this is done erect or flaccid.
How much force to use: Stretch as hard as you can without causing pain. As with all other aspects of PE, you're not supposed to feel pain. If you do then you're doing it wrong or applying too much force. Do this maybe 10 to 15 minutes a day; you can split it into three 5-minute sessions per day if you like.
