Yes, jelqing will get you there. Jelqing is one of the most underrated exercises that can give you some serious growth with the right approach. Anyone who tells you that jelqing isn't a good girth exercise is either a frustrated noobie or full of BS and trying to sell you something, or a very lazy PE'er.
You can turn jelqing into the mother of all girth makers by adding more time to each and every rep. For example, you would start with 2-4 sets of as many wet jelqs ans you can do in good form with 70-80% EQ making each wet jelq last 2-3 seconds each. Once you feel this is too easy and you are making good progress, maintain good PI, and are well rested you would then add 2-3 more seconds to every rep for 2-4 sets. Continue like this until you are doing wet jelqs lasting 10 seconds for 2-4 sets. Actually count every rep as you're doing them and don't try to guess because you may be cheating yourself. Try this for a few months and tell me you're not growing.
You don't need toys or gadgets to grow either. They are handy tools especially when you work with your hands a lot and when your forearms are too sore, but they are just optional tools. Think about they guys who invented this PE stuff who never had pumps, extenders, clamps, or anything like that. They made their penises grow with manual work and so can you.

People worry too much about time frames.
We cannot say the correct time when you get there you just have to do it.
It's a great exercise do it and find out for yourself. For some results will take longer than others.Start: 8/2013: BPEL: 6.3" EG: 5.1"
Current: 9/2020 BPEL: (8.3 inches BPFSL: 8.9 "* MEG: 5.9
The Goal: BPEL: 9 inches EG: 6.5"

6 inches in 2 months just from jelqing is the best i've heard from the founder Matters of Size. Not entirely sure of validity.
I read a pole where the majority of people gained an inch in there first 3 months.Start-30/Oct/2014
