The title says it all.
I'm wondering because in about 2 weeks I'll have completed the JP90 program and am looking to get into bigger and better programs. I plan on taking monthly measurements and switching up my routine based on whether I see results from those monthly measurements.

For me at least, the first few months brought measurable gains, after that a month between measurements isn't enough time to register a definite gain, so I don't measure that often. Your result may vary though
Feb. 2014 BPEL 6.8" Girth not measured
August 2015 BPEL 7.7" MG 5.1" BG 5.8"
Current NBPEL 7.5" EG 5.4"

As you progress more and more into PE, giving a particular routine only one month to give some noticeable gains may be a bit unrealistic. Obviously, things will get a lot more difficult after those nice newbie gains, so mabye consider going for 2 months (or even more depending on your time spent doing PE) before deciding to switch it up.

Just to clarify, I wasn't necessarily thinking of changing the entire program if I didn't see any gains by the end of the month. I was thinking of making some minor adjustments like adding more reps/sets or mixing different exercises/stretches.
I've been a frequent gym-goer for the past 5 years and I've learned first-hand that seeing results means constantly changing up your split, rep range and exercises. Usually helps avoid the dreaded plateau. Figured I would apply that to PE as well.

Most I don't think measure any more than monthly. I happen to measure weekly. Not to measure gains really but to see if there was a loss of gains. It allows me to look back at my routine, stress, diet and sleep for the week prior and make any changes necessary.

Changing your routine up is good if you have hit a plateau, if not stick with what you are doing. Changing the intensity of your exercises too fast can be counter productive in the long run. Over time your gains will slow and you will have to work harder to continue to see gains. Save the advanced exercises for when this happens. It's a slow process and you should advance your exercises only as needed.

Rule 101 dude. Don't relate PE gains to gym gains! I've heard time and time again that they're very different.
