Does the penis grow as we age?

I was watching a Lexington Steele interview and he stated his penis was around 8 inches in high school, 9 inches at the end of high school and now his penis is 10+ inches. does the penis generally grow like that without PE if one is just really sexually active and young?

Some people can probably grown naturally up to about 22. I think my dick was full grown when I was like 16.

My theory is that your penis will grow with years if you are sexually active. I mean, if you have sex you are doing edging and doing a motion similar to jelqing. I think sex itself is a really good exercise to increase penis size in the long run

Puberty doesn't stop at the end of high school, your body on the whole isn't considered fully matured until age 25. Some people carry on growing well after 18. In Mr. Steele's case, I would suspect PE of some kind, whether he would admit it or not.
