Has anyone made any significant lenght gains from just manual stretching and jelqing alone?

Take a look at the PE Gym Top Performers thread. You can see that many of the big gainers used manual exercises to get there.

Initially I was too scared of an injury with the jelq. I used bathmate a lot --too much--in the first 2 weeks. Then I started stretching and low intensity jelq--100---moving up to 200 now. I can tell u the stretching and jelq work! I'm a huge fan of Jelqing now! I do the JP90 routine one day, the next bathmate, then repeat--4 days on- 1 day off. I also do a lot of edging! A lot! Also, I do the Ulis---not a beginner move---but I did them for fun and to prevent ejaculation prior to PE.
Look at my signature--I owe my gains to helping my EQ (95%) of them anyway. Girth looks like it will be hard for me..but I'm ok with that...I'm after glass dildo hard erections, length and a healthy unit.
Do the manual exercises...they work! Follow the leaders until u find your own way and what works for u.

Basically it helps to grow, to heal, and to protect a person doing PE.
Anyone with their own light can test the "heal" part quickly. they can:
1. Do an intense (safe) session that would usually leave them sore for 2 days then do LED 3 hours after the session. See if the soreness is better in the morning. If not do one more session of LED and see how much quicker the soreness goes away.
2. Test the Pre-condition(protection) aspect. Do LED then do the same intense session. Do NOT do LED after, wait and see how long it takes to heal and how long you feel sore.
