I can't see where being uncut would make the routines any easier, but being uncut myself there is more skin to grab hold of so perhaps it is. My huge concern as always is the damage circumcision does to an organ that evolution meant to be covered in the first place. But that's drifting away from your question. Being cut is probably not a noticeable handicap to PE.
