I have read in this forum that a person who has cured his PE has written this:
"This is the MOST IMPORTANT step! I had tried every method to cure my PE to no avail, nothing worked until i started doing penis stretches.
What you need to do is penis stretches. While flaccid form an O with your thumb and index finger and with your pinky facing away from you, grab your penis just under the head. Pull away from your body (You may notice that you already involuntary kegal) If you don't automatically kegal, do one and you will see by doing that your penis is pulled closer to your body. So by pulling away you are stretching your PC muscle.
Pull away from your body at all angles.
Forwards, Up, Down.
Left Down, Left Forward, Left Up
Right Down, Right Forward, Right Up
Hold each stretch for 30 seconds. "

Pulling/stretching the penis upward (in the direction of your chin) can stretch the BC muscle a bit, but I don't see it having a significant result.
Stretching it down and in other directions are useless. I did some stretching but with the purpose of getting an inch or two on size, but not for PreE.

how do you hold a light RK all day ?
When I do a RK, my belly expands, and I flex my abs. Can't hold it for a long time.

Just slightly tense your abs and expand your BC muscle a bit. You don't really have to use any strenght to do it.
Also, some people says that expanding the belly helps with RKs, but for me it's the opposite. It's when I'm in a good posture and flexing my abs (like as if you're showing off a six pack, but no need to flex that strong) is when I can actually have an easier time expanding my BC muscle.
Again, having a good posture (straight back, expand your chest and flex your abs) is very helpful and will allow you to hold a light RK for much much longer.

I've noticed that having a strong core helps tremendously with performing Reverse Kegels. Particularly working my lower abs at the gym made doing RK'S so much easier & expansion on my belly became a thing of the past.
When I included weight training on my core with high repetitions , RK's took my Edging & Ballooning sessions to new leap's & bounds.

+1 in Tangos comment. Working on my core has helped me too, though I am too inconsistent to see permanent results yet.
Iceclimber in what position(s) did you do your RKs? Only standing or did you alternate?

I’m not sure if I’m doing it right or not. I push by belly out and deep breathe. I can really feel things balloon up down there, but when I put my hand down there nothing happens to my taint area right below my balls. Around my anus really blows up.
