I think you are using the PF in an effective way and your observations about the effects are right. I think works different in detail though.
That's why I agree and disagree lol.
PF is not as easy as a finger or arm function so we might be both wrong..!
Yes from what I can gather and observe.
I don't think the IC(Ischiocavernous muscle) "blood trapping" is marginal. The IC "legs" wrap around the whole inner penis part of the CC`s deep inside the PF where they anchor. The CC's split left/right towards the legs and IC's(it`s basically 2 muscles) follow them.
The CC's are mostly holding the Penis blood and most of the venous function happens there.(venous= used blood moved away from organ)
I think someone with "venous leakage" might have weak or malfunctioning IC`s. A hard IC hold keeps blood inside the hard penis without arousal.
The BC(bulbocavernosus/spongiosus muscle) is mostly wrapping around the CS. The downside parts of the penis.
The BC is able to push with one kegel a lot of blood into the glans through the CS via the arteries(which provides fresh blood to an organ). This blood will flow partly into the CC through the glans.
The stabilization of the penis is mostly due to the ligaments and the IC and BC seem to counter any deviation off the straight out and up angle of the penis.
Pulling the erect penis towards the legs left/right and trying to move it back to the center line while engaging the IC trains the opposite side IC nicely. Also pushing down on the penis and working against it with both IC's.
While the BC has different angles of access.
Autonomously is probably the wrong word I used. I mean that they both contract without you controlling it. They do that even faster and less noticable when they help create an erection.
I doubt that anyone can engage the IC and BC at their biggest strength the same time. I trained both and I can`t do it.
What works best is holding the IC muscles, switching to a hard BC kegel and then immediately switch back to a hard IC hold. That traps the blood the BC pushed into the penis by shunting off the outflowing veins.
For me it creates a similar situation as flexing both Biceps and triceps same time..

A little update , after training IC muscle again for 5 days while edging ( not even a real routine ) , prem ej subsided and rk's are a lot easier to execute !
