I've been stretching for a month and feel like I've hit a plateau. I've gained about 3/8, but I feel like I'm not making any more progress, does circumsized vs uncircumsized make a difference?

If your skintube is tight now during erection due to erect length gains, you might want to consider doing skintube stretches/foreskin restoration.
If you choose not to, your tight skintube can limit your erect length.

Stretching the shaft skin in both directions has helped a lot.

Try doing some skin stretches for a few weeks. The skin has mechanical elasticity, about 10%, and by focusing on this for a few weeks you can get your skin to stay around its mechanical limit. If this alleviates your problem, some skin restoration might be in order. You can still do your regular PE routine. When doing PE the skin is supposed to accommodate the growth, but if you were cut tight, you can have the problem you're having.
